It'd be really cool that the filesystem supported some sort of user provided metadata, so you can add to it during the save dialogs. Does it exist?

Look for extended attributes. Most file systems support them and they are exactly a way to associate user provided metadata to files. File system will usually just ignore them btw, so you need custom tools to actually do something with them.
